To anyone experiencing this issue, I have found a solution!!! After trying so many different things, this solution works. I have been trying to run this game on my newer 2018 gaming PC which has a ryand rx580 gpu. No error message or anything (Btw, if you get the DirectX 9c error message, this solution will work for you too). The solution was launching the game in windowed mode. You can do this by right-clicking on the sims 2 in your Origin Library and then selecting Game properties. Then go to the Advanced tab and type in -w in order to make the game launch in windowed mode. Once you click play, it might take a while, but the game will launch in a small square window. Dont worry, once you get into a neighborhood, you should be able to change the resolution to your display's resolution and it will enlarge the window to fill just about your whole screen.
